The 20 year old Tim Howard, from Oak Park, the victim of an attempted execution in Oak Park is now in a Chicago Jail, without Bail for a Class 1 Felony charge.



Tim Howard, 20 years old, born on August 29, 1990, is an Oak Park resident.  Mr. Howard is now living at the jail in Chicago, at 26th and California.  He was being held in Oak Park after another black man was chasing him in broad daylight and firing shots at him (details below), those shots could have killed him or an innocent pedestrian or driver. 

HOWARD, TIMOTHY C, with  an  inmate  number of 
2011-0618111, has been charged  with  a   Class  1  felony  in  Illinois (Illinois criminal code 720 ILCS 570/402(c) ) when things go bad they sometimes get worse, but a conviction on just about any charge is going to get some jail time of several years. 

Escaping death a week or so earlier is now going to be followed by some potentially serious time behind bars, and if the man trying to murder him the other day has any gang affiliation his stay in jail might not only make him an immediate target of revenge or retribution, but his smile might be wiped from his face if he gets to be somebody's girl friend.

Oak Park police confirmed several days ago that the person in their photos (2) from the US Bank on Lake Street was indeed the same person seen by wittnesses to events.  The photos are still yet to be released to the press.  It has also been learned that the shooter was picked up on Lake Street after the shooting by a blue Chevy Blazer.

The victim of yesterday's attempted execution is Oak Parker Tim Howard.

Oak Park resident Tim Howard was the man being shot at yesterday.  He has been known well by the police department with some half dozen arrests to date.  Police framiliar with Mr. Howard describe him as a basically nice guy with some issues of skirting the fence between normal citizen behavior and some trouble here and there with the law in the past, but nothing too serious.  Perhaps his behavior as escolated in the recent past or at least his associations seem to have headed south.  It was in the past year that it has been brought to our attention that Tim Howard actually helped someone from being robbed in Oak Park.

Police were still interviewing residents at the 855 Lake street building this afternoon.  Witnesses to the shooting elaborated with us today telling of how the chase began with the assailant getting out of a car near the Oak Park public library and chasing Mr. Howard into the front of the 855 Lake street building.

Moments later they were both seen running down the rear external  fire escape from the third floor level.  The man chasing Mr. Howard was yelling for Tim to stop that he didn't "want to shot you mother f**ker" and to "stop mother f**ker." 

When they reached the ground level the chase continued south into the parking lot.  Before firing his gun the shooter made eye contact with several witnesses and then shot two rounds south at the fleeing Tim Howard.  The muzzle
flash was noted on the first shot and the second shot followed a few moments later.

Mr. Howard had increased his lead with the motivation of trying to save his life, and while the shooter paused a moment to shoot his weapon with little skill, Howard rounded the corner and ran east on North Boulevard, a few doors down until he came to an unlocked door ( locked today!! ) at 830 North Blvd., where he quickly entered and then hid in the bathroom. 

The shooter followed but didn't notice where Tim Howard had gone.  The shooter bent down and looked under parked cars for his quarry.

The gunman then calmly walked through the parking lot of the bank directly south of the main library.  He walked through the middle drive through of the bank and was photographed by the video equipment. 

Police now have his photo on record but have not released it to the press.
 
Tim Howard was a common visitor to the front of the Oak Park public library main branch.  He has lived in Oak Park some half dozen years and went to school here too.
 
It should only be a matter of time before the shooter is captured.  Tim Howard is not a resident of 855 Lake street, according to sources and residents of the building.

Shots fired was a call that came into the Oak Park Police at about 2:45 pm.  The shifts were changing and the new police were coming to the street.  The owner of Suburban Automotive, Inc. on North Blvd. in Oak Park has been doing lots of work on cars and a very effective job of keeping his eyes open protecting the community.  He heard and saw two black men yelling at each other and the larger and older man (210 pounds and about 5"10") had what appeared to be a nickel plated .45 ACP (11.43x23mm) (Automatic Colt Pistol) handgun with sufficient knockdown to easily put a full grown person down to the ground permanently.  The gun was drawn in plain site during daylight hours and the call for police was made right away.  "They appeared to know each other from the tone and content of their yelling." said Danny, the owner.

Danny, told us that the shooter, after two shots were heard being fired, walked slowly with apparent little concern, after he had fired twice and missed his target.  Danny told the police and us that the shooter walked through the parking lot near the rear of his shop and came back in a few minutes to enter the building at 855 Lake Street, directly across the street from the Oak Park Public Library, the Main branch.  The police arrived soon after the call and had the building at 855 Lake surrounded.  Residents were not allowed in the building and had to wait until the building was totally searched for the shooter.  Some residents waited in the library for the all clear signal from the police.

Danny told us that the past year has seen an improvement in the
bad behavior from some visitors to the library.  He had told us a year ago that he was calling the police way too often for young people fighting on the sidewalk after high school.  This year had been better, until today.

The very fortunate thing today, was that no one was hurt, even with two shots aimed and fired at a running man.  The shooter is yet to be found and some police believe it is only a matter of time before the victim gives the shooter up.  The man who was fired at was removed in hand cuffs and taken to the Oak Park police department for questioning.  His initial response to the police was that he would "not give the shooter up."

If he is unable to settle this with his own street justice, the shooter will more than likely find him again and may not miss with his next shots.  The victim has a lot to think about, but helping to get the shooter arrested and jailed will keep one person off his back.

It is not known yet what prompted the chase and eventual shooting this afternoon, but there must have been strong motivation involved given the time, the location, and circumstances.

The building has been searched and is now open for the residents to return to their homes.

It will be a long night at the station for the victim and the police tasked with solving this case.  Hopefully the victim is happy to be alive and will work with the police to end this crazy day.

Some residents of the apartment near the shootings heard the
gun shots, and took them for early celebrations of fire crackers, and paid no mind to the noise.
