Murder/Execution of Suspected Vice Lord Gang  Member on the Streets of Oak Park
(
unless he was a 4 Corner Hustler Overstepping His Bounds

Was it a planned execution?  A drug deal gone bad?  A power struggle in the powerful Westside Street Gang? 

Around 2:45 a.m. (Wednesday morning, Sept. 12, 2007) shots were heard fired in Oak  Park, a young man was fatally shot
and pronounced dead at the scene.  The man who died was on
parole for gun possession convictions and a person with a history of illegal drugs.  The shots were heard and the body found on Division street, not far from Cuyler Avenue.

The dead man was identified by his grandmother as Mr. Clarence Fambro, aka  Haven Fambro, a 23 year old black male. He may have been trying to flee his executioners, since
he was shot in the back.  Neighbors had reported numerous
shots fired and police searched the area for additional spent
rounds.

The gangs have been moving to the suburbs for years and their
numbers are growing, 81 towns surrounding the city have already had some contact with migrating gangs.  Oak Park and Forest Park have gang members living in town, and the best that can be said officially is that no gang has established turf at this time and that they come to our local towns after a days/nights work in an established town.  This is now Oak Park's fifth straight year of having one homicide a year.  Some solved,
some not.  The last unsolved murder was that of Professor
Peter D'Agostino.

Oak Park and River Forest High School's Resource Officer is
a member of the
Oak Park Police.  A little over a year ago the Officer who had the highest number of drug arrests was replaced, when his arrests were viewed by some as an embarrassment to the High School.  Officer Rasul Freelan had almost one arrest for drugs per day at the start of the school year (more than a year ago), and that continued for weeks-until he was sent packing.  His replacement is an Officer unable to blend in with the students, unable to observe without being observed and with little or no drug arrests.  Officer Erick Locke is a fine young man, but being the size of a large tall football player makes it impossible to hide in a crowd-unless you're
a football locker room.  Officer Freelan could easily fit in and make arrests, but perhaps arrests and reducing drugs in the school was less important than keeping the drugs quiet. 

Oak Park borders the Austin District of Chicago which has the highest amount of drug sales in the region, drugs like heroin and crack cocaine.

The Austin area is also home to the powerful Vice Lords drug gang which makes its money buy selling drugs.  The Vice Lords
lead the Chicago area in drug sales and the man killed in Oak Park was from that very region and reportedly a member of the
Vice Lords.  The last time there was large violence in the Austin area involving drugs it was with a rival gang from the north of the city, and that has been years now.  The Austin area remains
a host to tons of drugs, drug sales, and a  monopoly of sales by the Vice Lords gang.  If people are buying drugs in Oak Park and selling drugs in Oak Park, drugs and dealers will also come to Oak Park. 

Resident Beat Officer meeting will be held next Tuesday night, Sept. 18, at 7:00 p.m. at  Hatch School Elementary School. Further news and discussion to the Public will take place then.
